Governance as Code:Automating Trust in the AI Era
- 5 minutes read
With thousands of AI agents coming to the enterprise, manual governance will become unrealistic. Discover how Governance as Code embeds trust directly into your data pipelines.
When rolling out a new data product or modern data platform, IT leaders often expect business users to celebrate the newfound accessibility. Instead, the reaction is usually a wall of cautious skepticism. Business stakeholders are creatures of habit; they are used to pulling data from familiar, fragmented sources. Even if they know that data is flawed, they will rely on it simply because it is what they know.
To break through this skepticism and build genuine trust, business users need definitive answers to three critical questions:
- What is this data?
- Where did it come from?
- Is it accurate?
Traditionally, Data Governance has answered these questions by manually maintaining three pillars of metadata: a Data Catalog, Data Lineage, and Data Quality Metrics.
But in the era of Generative AI and autonomous agents, the traditional, manual approach to governance is a tough sell. Your manual approach to tracking, validating, and auditing your data is going to be met with people muttering, “Can’t an AI do this?”
The "Governance as Code" Revolution
Organizations have viewed Data Management as the actual “machine” – the pipelines, databases, and code – while Governance acted as a separate, human-driven “watcher” overseeing the operation. This separation of powers inevitably created bottlenecks, slow approval cycles, and outdated documentation.
With the rise of AI agents, we are witnessing a fundamental paradigm shift:
What if Governance is the machine?
Traditional Governance: People manually audit the data machine.
Governance as Code: The data machine includes code to curate the data, and code to govern that curated data.
This is the core of Governance as Code. At its heart, governance is a collection of policies, standards, and standard operating procedures (SOPs). Because these are essentially written instructions, and Large Language Models (LLMs) thrive on interpreting and executing written language, these policies can now be implemented, executed, and enforced automatically by AI agents.
Under a Governance as Code model, agentic workflows take raw data and automatically:
- Apply context-aware access security and masking.
- Validate data quality against historical patterns.
- Generate business metadata and auto-tag datasets.
- Enforce and measure strict data contracts.
The ultimate output of these governance agents is a highly reliable, certified Data Product. If you want your business teams to trust your data, you must treat data as a product, and you must automate its quality assurance. By turning your text-based data policies into executable code via AI agents, you shift governance from a reactive, bureaucratic gatekeeper into an active, automated enabler of trust.
Uniting Data and AI Governance
As you deploy these automated workflows, a new challenge emerges: How do you govern these LLMs and agents that are implementing your data governance?
You may have already guessed the answer: With more AI and Agents! (Yes, as the old anecdote goes, “It’s turtles all the way down”.)
AI Governance is in some ways similar to Data Governance. Data Governance ensures that data follows standards and meets the requirements of the data contracts. AI Governance ensures the models and agents act ethically, predictably, and legally. They are two sides of the same coin.
AI governance aims to address the kind of everyday business concerns that people have with AI. This includes such questions as:
- Should we use AI for this? (For example: Should we let AI make hiring and firing decisions?)
- Can we use this AI model? (For example: Does your industry have regulatory requirements that forbid the use of open-source or open-weight models? Foreign models?)
- Can we trust our AI to be objective? (For example: Testing for bias, hallucinations, and drift.)
- Has our AI been validated? (For example: Tested to ensure it does not use restricted data or provide inappropriate output.)
We recommend converging AI Governance with Data Governance. Uniting them prevents infrastructure duplication, minimizes conflicting roles, and provides a single ‘face’ of governance that people can reference when they have questions or requests.
The Urgency of Now
The timeline for implementing automated Data and AI Governance is shrinking rapidly. Gartner predicts that by 2028, a typical large enterprise will have thousands of autonomous agents deployed across their ecosystems. Because AI agents are incredibly easy to build and spin up, decentralized teams will inevitably deploy them with or without IT’s oversight.
This creates a ticking clock. If you do not embed automated governance guardrails into your architecture today, you will soon be forced to manually audit an unmanageable web of autonomous agents operating on untrusted data. This is your window of opportunity to get ahead of the chaos.
When is the best time to plant a tree? Twenty years ago. When is the best time to start implementing Governance as Code? Right now.
